For me, it's the overall idea, or "silhouette," that matters. And hey--if you actually use that thing, you never know when you might need a tape measure. Luigi, I expect, would certainly find one useful for measuring how much pipe to cut off.

It's not so much that the Goombas and Koopa Troopers (Troopas?) are treated as different things; it's simply that the look of some of the Goombas is inspired by the Koopa Troopas. It's a little more subtle, but still there.

Looking at the Chain-Chomp right now, it reminds me of a cross between Pac-Man and the grapnels fired by the "mechanical shark" in James and the Giant Peach (the movie, also produced by Allied Filmmakers).

Also, I suspect that it would have been considered a ripoff from Batman.
