Let's face it, there could have been an endless assortment of figures for this movie. The problem, that whole failure thing.

They could have gone on and on.
Daisy
Daisy in purple dress
Daniella
Big Bertha
Toad
Simon
Koopa in black suit
Mario and Luigi in red/yellow suits
Mario and Luigi in regular clothes
Lena
Scapelli
Snifits
a cop figure
well we all know this is wishful thinking

The way action figure companies make cheesy B-movie action figures, I am really suprised Mario Bros isn't on their list. If they did come out, I quit collecting figures for years, I would snag those up really quick.
I think the figures you just said were the ones they should have made. It's a shame the movie wasn't better, we could have got these toys like they released Ghostbusters or TMNT. Imagine like, a figure with Mario's eyes popping out, or a Koopa figure that's head flips inside his body to reveal another head that is his transformation state. That would have been sweet. When I get some clay sometime, I should make SMB Inaction figures. They don't do anything, becuase they're INACTION.

Now THAT would be cool. I have this old red Power Ranger figure where it's got his head without the helmet, and it can flip under to reveal the head with the helmet. That's exactly how a Koopa figure could have gone; all you would need to change for his intermediate transformation would be the head (and maybe the hands, but the toy companies would probably put gloves on him).
For a while now, I've been collecting the Hot Toys figures from The Dark Knight, like Batman (TDK Suit), Bank Robber Joker, Two-Face/Harvey Dent, etc. It would be SO cool to have SMB figures of those, because they all come with alternate costumes and heads/hands/accessories. Just imagine a Mario with brooklyn street clothes, disco outfit, jumpsuit, thwomp stompers, a bob-omb, devo gun, toolbelt, regular shoes, etc. And Koopa with different suits and head for the transformations, etc. *drool*

What if they made more playsets for the film too? Here would be my favourite figure things.

They should've made a working Devo Gun, for that playground bully you just can't stand. Yes, kids, one quick pull of the trigger, and that kid who gives you a fresh black eye every week finds a new home at the zoo.
Failing that, "Super Mario Bros. Real Action Goomba Flamethrower (A Children's Toy)". Guaranteed to break the ice at parties.

Problem with some of those is that female figures can be a hard sell, especially today.
Back then? Maaaaaaybe. They did it with April O'Neil, but I'm not sure many others would be able to attain that kind of status on the toy shelf.
Daisy is possible, given her importance. Maybe Bertha, since she's... well, let's just say she's not remotely girly and would look like she could whoop any other action figure in the line's butt. Boys probably wouldn't mind her so much.
Lena, Daniella, or any of the other girls are probably quite a bit less likely.
Scapelli would be tough, too, as might be a second Koopa, at least without some really defining features.
As cool as a lot of these sound from a collector's/fans standpoint, one has to remember that these were marketed at kids. "Guy in business suit" and "guy with guitar" and "unnamed guy who looks sort of like a lizard" probably wouldn't wind up on too many wish lists.
What would be fun is if some people were to actually design and illustrate mock-ups of these potential toys, though.
One thing puzzles me, however: why a Luigi figure that bends down?

Bertha seems like a really good figure for the exact reasons you stated and because she'd add character and variety to the line. It'd also be fitting considering some of the Luigi figures are already black. xD

Lena seems like she'd be easy. I can imagine a "Bride of Frankstein"-like figure. Creepy and funny enough to get kids to buy it.

They should have made Scapelli as a chimp in a suit. It'd be a gag figure.

I will divide the line in two series: "basic figures" (principal characters) and "Dinohattan Legends" (secondary characters and principal in alternate clothes)
The playsets will include exclusive figures

HEY! I just had a brilliant idea!!
Did anyone collect the old Star Trek toys from Playmates? Those who did (I'm one of 'em) know that one of the standout accessories for that line (hell, one of the standout accessories ever) was the Transporter, which involved a Pepper's Ghost-type effect to "transport" your figures.
Anyway, that's how a Devo Chamber 2.0 could have worked. Instead of just changing the chair, you have two figures back-to back inside a big energy chamber with a one way mirror. Pulling the handle causes the lights to change *and* the chair to flip. Result: you get to see your figure transform *and* pull out a physical Goomba figure.

haha yeah that would be a great idea for the Devo Chamber! My cousin had a playset like the transporter (but it was circular, and I think by ERTL).

Well it would have been more of a crouch, kind of like the games. Also keep in mind I was about 11 when I made that list.
