I have another idea, though it might not exactly work.
You could try creating the Bullet Bill train as a miniature. Trust me on this one: if you live near a Hobby Lobby, go to it and check the model trains aisle. They should have a battery-operated train in small enough scale for you to use. They're customizable, too, which means you can take the outer casing off, replace the battery, and put another casing on if you wish.
I propose creating a small model of the Bullet Bill thing, sticking it over the top of the engine, and getting some shots against a blue or green screen.
EDIT: There should be a few of 'em designed to look like elevated trains.
